If you are not able to get your CPU to reach the 5GHz speeds or higher, I would recommend using ThrottleStop.

You can manually set core clock speeds or utilize an all core speed in addition to adjusting power limits to ensure the CPU does not throttle.

The CPU will in fact hit the specs it is designed to reach contrary to posts by popular "Youtubers".
