Dead Pixel Policy

I called the technical support yesterday, about a dead pixel
on my Samsung SXGA+ display on my Inspiron 510m. I was told that
they can replace my display without the assurance of getting
a good display without a dead pixel. Right now , there is one
small spot on my display(3" from bottom and 3" from left side),
I was told that they will replace it but there is a possibility
that I might get more dead pixel on my screen (around three or four),
they told me that it was the maker's policy.

Is this really possible for a new notebook to have a dead pixel
and the exchange policy without the assurance of getting a good display?
If this is the case it just means that Dell is lacking some quality
control on their products.
