A near full screen size Google Toolbar window is appearing which I
cannot close or minimize without using the alt+f4 method.
Within the window are the words: The webpage is unavailable because
you are offline.

Clicking on Properties of this window shows the following Address
(URL):
res://ieframe.dll/dnserrordiagoff_webOC.htm#file:///C:/DELL/E-Center/index.­html

I am running Microsoft Vista Home Premium.
