DON'T SLOW DOWN YOUR COMPUTER! revised
Keep your computer fast. I speak from experience when i say DISCONNECT ALL USB DIVICES BEFORE YOU BOOT UP!!!

If you have a USB printer or scanner attached they can slow down the boot up. However, all you have to do is disable the boot from USB in the BIOS (not sure of the exact wording of the option). This is a known issue and the fix has been posted many times including several by the Dell moderators.
What happens with USB boot enabled, is the BIOS attempts to contact and boot from the USB device (e.g. the printer) however since the printer is not a "bootable" device it will not respond to the "poll" from the BIOS. The BIOS will wait a predetermined period and and then query the USB device again and it will then wait again. This can happen several times (usually 4) and after the final time if there is no response to it's boot poll it will then consider the device as "timed out" (no response) and then continue on to the other bootable devices.

I use a Latitude C600 (older system) at work. It takes 7 minutes from pressing the button until I can open mail.
So stop whining. :)

Start Up Programs : Click on START, Click on Run, than put in the box " MSCONFIG ". Click OK. Now you are in the System Configuration Utility Program. Click on START UP on top. Uncheck the programs from here that you do not want to installed at boot up, leaving the anti virus, and any third party firewall on. You can always go back into this program to restart them. They will not be uninstalled. Click on APPLY, than it will ask you if you wish to reboot the system. Do so. After it boots up again, you will be presented with another window from the System Configuration Uitility Program telling you that you have made an adjustment. If you don't want to see this pop up each time you boot up, put a check mark in the little box in the lower left corner of this announcement.
