Mobility Radeon 9600 Pro Turbo SEVERE RENDERING PROBLEM

Hello,
 
Ever since September my video card has been acting problematic, acting like this randomly.

This happens in EVERY Direct3D game with the exact same symptoms; polygon stretching, that odd checkerboard effect, flickering pixels, missing polygons, etc.  The polygons in the picture flash between normal and stretched, and when the flashing stops, some polygons are still stretched.
 
I have tried a variety of different things such as updating drivers, trying Omega Drivers, flashing BIOS, running spyware scans, disabling powerplay, lowering hardware acceleration, disabling fast-writes, etc.  I do not believe this is a defective card because I have been able to play games flawlessly at times for a long time, while at other times (like now) I have this non-stop problem.
 
Has anyone ever had this problem before, for if this is a common problem we all deserve refunds.  However, if this has a solution, and someone knows it, could they please share?
 
Inspiron 8600 (BIOS A11)
Mobiltiy Radeon 9600 Pro Turbo (latest ATI drivers)
Intel Pentium M 1.7 Ghz
