PowerEdge 2550 POST Freeze

I have a PowerEdge 2550 (single PIII 1ghz processor) that is freezing on POST. The progress bar makes it approximately 1/4 of the way across and then the system freezes. So far, I've only found two ways to change that behavior -- one is to hit escape to bypass the memory tests (at which point it says the memory tests were bypassed and proceeds to hang at that point) or remove the memory all together which produces a "no memory installed" beep code.

So far, I've tried the following:

- Move power supply to other power supply slot
- Remove all/half of installed memory
- Remove SCSI backplane, etc.
- Remove cd-rom/floppy
- Reseat processor and VRMs
- Check all power connections
- Clear BIOS settings

None of these have worked. The system still hangs at the same point on POST. Any idea what might be causing this problem? Unfortunately, I'm not able to get to system setup or run the diagnostics because the system hangs before I can get to that point.
