I've encountered a serious computer problem which I have no idea how to resolve.

My computer has increasingly gotten buggier with pop-up ad's coming in almost non-stop.  It progressed to locking up the operating system, and now the computer won't even run.

Without the Microsoft boot disc in the floppy drive, it will shut itself off within a minute of power up.  With the boot disc in the drive, all I get is the message "no video input" on the monitor.  The POST beep codes seem normal, and the diagnostic code indicators on the back of the computer are all green.  The computer is a Dell Dimension XPSB733r running Windows 98 SE. 

Per the Dell  "Reference and Troubleshooting Guide", I've reseated the RIMM and Continuity Modules to no avail.  I've also checked all electrical connections and cables.  The monitor passes the self-test.

Do you think I have a video card problem?  How can I check without working video input?
