At start up and whenever I attempt to install a new program the set up program begins to run then stops and I get the following error:

The application or DLL C:\WINDOWNS\system32\CABINET.dll is not a valid windows image.  Please check this against your installation diskette.

 

What exactly is this and is there a fix?  Please help if you can as it is very frustrating.
