Received error when rebooting computer

I went to restart my Dell Dimension E520 computer this morning and when I did that it came back with the following error:

Windows could not start because the following file is missing or corrupt: \WINXP\SYSTEM32\CONFIG\SYSTEM

You can attempt to repair this file by starting Windows Set up using the original setup CD- Rom. Select "r" at the first screen to start repair.

The only two discs that I have is the Operating System (reinstallation DVD for Microsoft Windows XP Media Center version 2005 with Update Rollup 2) and the Drivers and Utilities Disc.

How do I get my computer to reboot? I do not want to lose any of my data as it is important.
