Multiple errrors with camera- Media Capture Failed Event, Camera Reserved By Another App

Hi everyone, I'm at a loss with what to do to fix this. 

I use a XPS 13 and Windows 10. A month ago my camera started glitching as I was trying to use Zoom. The screen would go black and flicker, and sometimes the bottom half of my video would glitch with green squares rapidly. The light to indicate camera use would flicker along with the rapid changes, and it would give me the error Media Capture Failed Event if I opened the camera app. To solve this I attempted reseting the camera app and reinstalling windows drivers. Those didn't work, but I managed to fix it for a short amount of time by using the Dell Support Assist App and updating the BIOS. Throughout this time, my camera (via the camera app) would sometimes work for short periods of time, go to half glitching green, and then give me the failed event error.

However, now the problem is back. It started once again, with my Zoom camera turning off. First, I uninstalled Zoom. When I checked with the Camera app, the glitches and Media Capture Failed Event were back. I used the Dell support website to update drivers, run the full test, and run the custom component test. The component test for the camera was passed, even though the test was showing the green glitchy feed of my camera on my screen. Next I checked for more updates on the website, which it did find some (more BIOS updates). After that I restarted and updated Windows. Then after this update, 3 seperate errors started showing on my camera app. It started with Media Capture Failed Event, then switched to Camera Reserved By Another App, and then to No Cameras are Attached. It would switch between these errors randomly before settling on No Cameras are Attached. To try and fix this, I tried the BIOS setup (the f2 on reset) to make sure my camera was detected. I also checked for any privacy settings/permissions that could be wrong, but they were all fine. I checked the drivers again and saw that the camera ones were hidden, so I uninstalled the "Sony" and "Integrated Webcam" drivers, reset the computer, and found that the "Integrated Webcam" driver had been reinstalled and recognized. 

Now, when I open the camera app, it just says the Media Capture Failed Event error 0xa00f4271. So overall I've tried:

  • reseting the camera app
  • windows "troubleshooting" offered along with error message
  • making sure permissions are turned on in privacy settings
  • checking if camera recognized by BIOS on startup
  • updating, reinstalling camera drivers on windows device manager
  • Checking for driver updates, scanning hardware, and troubleshooting on the Support Assist app
  • Running a diagnostics test, custom component test, and drivers and downloads on the Dell support website
  • restarting my computer multiple times along the way

Any suggestions on what I could do further would be appreciated. Given that the camera had started working after some software updates, I am thinking it's not an issue with hardware  (but I could be wrong).  Apologies for the long read. I've spent hours trying to fix this and keep reaching dead ends. Thank you
