RAID setup screen won't load

I purchased a PCI-e RAID SATA HDD card from third party and installed in Inspiron 3670 desktop (in the top 1x slot). 

Normally, when booting, a setup screen is supposed to load to allow us to configure the RAID array connected to this card. 

However, after trying everything, boot process ALWAYS goes straight to Windows 10, and never shows this card's setup screen. 

There seems to be something in the Dell Bios (up-to-date) that is preventing the add-on card's setup screen to load. I tried disabling SecureBoot but that did not help.

WHAT IS IT IN THE BIOS THAT IS PREVENTING THE CARD'S SETUP SCREEN FROM LOADING? WHAT CAN I DISABLE OR ENABLE TO GET THE SETUP SCREEN TO LOAD?

(Note that once Windows 10 is loaded, card is recognized just fine and HDD controller works and HDDs show up and work fine. Problem is accessing the setup scren on boot.)
