No Bootable Device

I have an Inspiron One 2330, and I am getting the message :

No Bootable Device

Strike the F1 key to retry boot, F2 to run the setup utility

Here is the history of the problem so far:

I was getting this message some time ago, and found in the BIOS that my hard drive was not recognized by the system.  I removed the hard drive and hooked it up to 2 other systems, and determined that yes, the hard drive had failed.

So...I bought a new hard drive, and since I had no recovery media, I bought a full install copy of Windows 10 to put on the system.  This comes on a USB drive, and after installing the hard drive on the system and setting the BIOS to boot from the USB drive, I am still getting the "No Bootable Device" message.

The BIOS shows my new hard drive in SATA1, and I know the USB ports are working because the mouse and keyboard are working.  I checked the Windows 10 media on my laptop, and everything seems to be there.  I have run the PSA diagnostic, which shows no problems, and tried every boot device setting in the BIOS utility that I can find, switched from UEFI to Legacy and back again, and still can't get the system to read the bootable media that I have put in the USB port.

Is there anything else I should be trying?

    Hi CMOMUSICMAN,

Thank you for writing to Dell Community Forum.

Please boot into BIOS and set the HDD as the 1st Boot Device in the Boot Sequence.

This should help, do let us know if you still have issues booting.

    Kindest Regards,

Did it come on a USB drive or did you get an ISO file which you wanted to install to a USB drive?

If you have an ISO file of Windows 10 use Rufus to add Windows setup to a USB drive.
