Can you populate the memory slots with only two 2gb chips on an XPS730x for a total of 4gb ram?

You can, but there's no guarantee that it's going to run stable.  The 730x has a triple channel memory configuration.  Therefore, you should purchase a triple channel memory kit such as Corsair or OCZ.
