Latitude D800 issues

When I start up my computer I don't get anything to display on the screen.  It turns on and I can hear the Hard drive going and everything, but nothing boots.  I get a black screen followed by a white wave that goes accross the screen and then a few red lines stay on the screen afterwards.
    Sometimes when it has not been turned on for a while it will pop uo with the boot screen, but it will be like the origional old school Nintendo and you get blocks of color where they don't belong and nothing is in the right spot.  Then you get wierd lines everywhere.  One of the first times that this happend I got a message saying that Windows could not start because it might harm windows, but there was not a driver named that was having problems.
     I took it in and had some people look at it, well what it was doing.  They had a long waiting list and I had to get some info off of it so they did not actually look inside the computer.  They just watched what I described.  I was told that it was most likely the motherboard.  My roommate who is decently computer savy thought that it was the Video Card.  I was wondering what everyone else had to think about it before I did anything more.  Thanks.
