No Power When Using Only the AC Adapter

Inspiron E1505 running Vista Home Premium causes known good AC adapter to fail only when laptop is turned on. Laptop functions normally with fully charged battery and AC adapter not connected. AC adapter charges laptop normally when laptop is switched off. AC adapter fails within minutes if laptop with fully charged battery is on. AC adapter fails within seconds if battery pack is removed and laptop is switched on.

Dell diagnostic wizard generates the following message:
