Dell 4300 computer has a problem with the monitor.  It is blank when computer is booted. I have checked to be sure it is turned on and the connections to the computer are secure.  I have switched monitors with a similar machine and no change.  I have verified that the monitor in question does work.  Oddly enough, when I try to use the keyboard the computer beeps and does nothing.  I am running Win XP Professional.

Occasionally, when the "arrow" button on the monitor is pushed and held a blue box appears but no changes can be made to the monitor but the following line appears:  "Monitor is in safe mode use your PC"

I am certain that the video card (not integrated video) is toast, has anyone ever seen this before and it is not the video card?

Any help would be appreciated.
