Can the 2100 11b be upgraded to utilize the WPA security feature of 11b/g wireless routers?

Latest Driver 7.2.0.0.  Release notes.  I found out WPA support came with 7.1.0.0 and LEAP support is also there.  This linked driver will do it for you - remember to get the WPA plugin support from Microsoft.
