Was any work done inside the system? Generally this should happen if the jumper is installed on both pins of the PSWD pins. The jumper should be either pulled completely or only located on one pin.

I am not a Dell employee...I am forum volunteer

Serious work on an E5430 and constantly building and working on an i5-6500 Desktop

Hello - thank you for sharing knowledge on this subject.  My Optiplex 7040 is experiencing the same.  After forgetting the bios admin pass, I removed the 2-pin jumper, reset, and was given the notice that the password jumper was removed.  I then pressed F1 to restart the computer and let it go all the way into windows per instructions. I then shut down the computer and held the power button for 20 sec before removing the cover and putting the jumper back on.  Now it is still saying that the jumper is removed!  I've tried re-seating it to no avail.  The admin password in bios appears to be cleared, however, it will not let me set a new one since it still thinks it has the jumper removed.

service jumper pins are different from password jumper pins.

user normally should not jump the service pin jumper pins (12).  those pins by default should stay open.  see motherboard silkscreen instructions.

password (34) and cmos jumper (56) are user serviceable.
