Ram upgrade

RAM Upgrade: 2x32GB SODIMM DDR4 Corsair Vengeance (aka NEW RAM) CMSX32GX4M1A32000C22
Bios and drivers updated to the latest versions directly through DELL automatic update system.
On a clean surface (polished with isopropyl alcohol), wearing anti-static equipment and discharger, following sequence of operations have been performed trying to update the system:
1) Inserted both NEW RAM modules in slot A and slot B, the system does not boot and returns the systems led flashing error on RAM (kept it on for 30 minutes with no progresses).
2) Tried swapping the 2 NEW RAM modules, same behavior of previous point.
3) Replaced the NEW RAM module in slot A with OLD RAM, keeping the NEW RAM module installed in slot B. The system boots immediately giving correctly total 48Gb and passing all memory tests.
4) Swapped the 2 modules, obtaining following configuration: OLD RAM module in slot A, NEW RAM module in slot B. The system boots immediately giving correctly total 48gb and passing all memory tests.
5) Replaced the NEW RAM module in slot B with its companion (the other NEW RAM Module left in the box). The system boots immediately giving correctly total 48gb and passing all memory tests.
6) Repeated the operation described in point 4) using NEW RAM companion. The system boots immediately giving correctly total 48gb and passing all memory tests.
7) Replaced the OLD RAM module with the NEW RAM one and once again obtained the result of point 1)
What can be the issue when installing both 32Gb NEW RAM modules not having the system work properly?
