Very likely the hard drive is failing. Power on, F12, Dell diagnostic partition, extended test, hard drive.

you may have to go into safe mode (press F8) as soon as you restart. The start use control panel to find a good restore date/point. If this doesn't work you may have to a complete system restore by pressing ctrl/f11 on startup....i think it's ctrl/f11 but may be alt/f11? Sounds like your windows system is corrupted and needs to be reloaded.

you may also consider loading (safemode w/cmd prompt) in safemode then type in chkdsk/r or /f in command prompt, it will ask you if you want to run on restart select yes (Y)?

    Good Luck

I would like to say no, but my laptop is dead now too. The chkdsk/r got it working a few months ago when I had the exact same issue. I ran the chkdsk again today and now it moves slower than a Commodore64.

I had also found a good restore point in safe mode and completely restored the laptop to original settings. I think mine just got progressively worse as time wore on....just a matter of time.

    What model Latitude it is?

On most, press F12, and choose to boot from the CD/DVD drive.
