Inspiron 5150 SpeedStep problems

I recently purchased an Inspiron 5150 with a 3.06GHz Pentium 4-M equipped (of course) with Intel's SpeedStep.  However, I can't get the CPU to run at full speed.  The processor always runs at 1.56GHz: the proper SpeedStep speed reported by my BIOS (A03).  Virtually every software utility I can find that came with my Dell or that I installed to confirm the setting.  I can't find any sort of configuration option in the BIOS that will allow me to change the SpeedStep options, nor does Windows XP's power management seem to make a difference. 

Any clues? 

*Just to note, I've experienced few other problems in the week or so I've been using this notebook.

512MB DDR memory
40GB HDD
SXGA+ 15" Display
BIOS v. A03 (as reported by Dell System Info software)
