Have a four-day-old Dell DimE510.  Have Dial-up access.  My connection speed is only between 31 and 38kbps.  My OLD computer, using the same phone line, same access number, same phone jack, etc. still connects faster, at 49kbps.  My neighbor, using the same ISP and phone service, also gets 49kbps.  Dell gave me a link to download new drivers for the modem, which I did.  No difference in speed.  My ISP has suggested a shorter phone cord, new access numbers, I've changed the "Inititalization String" in the modem settings, twice, per my ISP's instructions.  They've also set me up with a new connection, I think a direct line to them, but it has made no difference.  Is the problem with my modem, or with the connection settings?
