Why can't I rip MP3 in Media Player

Hi, I am trying to rip some CD's for my MP3 player (on my phone) but Windows Media player keeps saying that an MP3 Encoder is not present. I have a dell desktop and it is still running the pre-installed windows XP
 
I thought this weird and checked out my laptop (non dell, self installed XP) and it allows me to do it.
 
I was helping another friend who also has a dell desktop and we tried it on his and it also comes up saying MP3 encoder not present.
 
Does dell remove or disable the ability to do MP3 ripping
