Dell has no Customer Support based in USA?

Where to begin. A couple of months ago Dell had a sweet deal on laptops so I decided to take advantage of some gift certificates that I had from work and purchased 2 laptops with the i3 processor. Fast forward a month later and after several delays Dell ultimately cancelled the order on me. In the mean time I had moved to a new job so I no longer had access to the original gift certificates. In any event, I called customer services and they said they would honor those certificates which totaled $700. All I had to do according to their customer service department, was to make a purchase of at least $700 before tax and they would credit my account once the purchase was invoiced. And everything seemed fine until today when I called in to request the $700 credit since I had received the TV with no issues. The customer rep informed me that they could only give me a credit for no more than $350 per purchase. What!? Yes according to the rep, they would gladly credit my purchase for $350 but for the other $350 dollars I would have to make another purchase of at least $350 before taxes before I could get the second credit. I spent almost 2 hours on the phone huffing and puffing and getting thrown around from one 'supervisor' to another and being put on hold while they consulted with the 'Finance' department. No luck. At one point the supervisor had the temerity to ask me for documented evidence to prove that I had been told I was to get the credit on one transaction to which I then lost my patience and asked my case to be escalated to someone here in America. Lo and behold, all I could get was the mailing address for Dell Corporate in Round Rock Texas. No email, no name and no phone number! Seriously, This is a company based in the states with the majority of their customers in the states and they do not have any person handling customer escalations in the USA?!! I believe this is part of the reason that Dell has been struggling of late. Outsourcing everything to India including the kitchen sink! I have no problems with dealing with India customer service except that they are not empowered to provide true customer service when needed. In my case, Dell didn't deliver on their promise therefore failed to fulfill their contract. I do not know what to do now because I am so upset about the situation and noone can help me not even their website. I was referred to the customer support care form which cannot be completed. Honestly! And this is a company that specializes in computer hardware and information technology. I found a phone number on the site labelled Customer Service US but that just took me back to the same customer service in India who were not able to fix this mess up. Does anyone have a name and a phone# for someone at Dell in the US to help me fix this issue?
