XPS 9700 front LED blinks when shutdown

New XPS 9700.  Had major issue with charger not charging (XPS would not detect a charger was even plugged in) but it seemed to resolve itself overnight one night.  Any USB-C charger I tried would not be detected, so it wasn't the original 130W charger.  But, again, it's back to charging normally and detecting the charger.  (even in the BIOS screen, it showed no charger connected so it wasn't a Windows issue).

Now, the 9700 is working correctly, except when it is shutdown, every 30 seconds the front LED comes on for about 5 seconds then off for 30 seconds, repeat.  NO CHARGER IS CONNECTED when this happens.  If I connect the charger (laptop is already at 100%) then the LED issue stops.  Unplug the charger and in 30 seconds the light comes on for 5 seconds, then off, etc.

What does this mean?

    I have the same problem as lancorp above.  I have a Dell XPS 17 9700 and when it restarts it says that the power supply isnt correct and then it stats on a bios information screen until I press enter.  but in the mean time it over heats?  do you have a resolution to this issue?  Thanks
