my latitude e6400 has high cpu usage im looking at task manager on windows 7 it does look like like it is going idle . I recently did an upgrade on its cpu it should be working better but it isnt. also the fan blowing out more hot air and is running more but i have checked the fan its free of dust and debris i also added better thermal paste
