Hi, recently bought an Optiplex 790 and wish to upgrade GPU and PSU, just need one thing confirmed:

If I upgrade the PSU to say a 500W one would the motherboard (and that weird 35W limit on the PCI-E slot) handle a stronger GPU, like a GTX 560ti or 750ti?

Would any problems arise? I am assuming that since the GPU would be drawing power from the PSU and not just the slot it would work, not sure though, also not sure if it matters that the PCI-E slot is just 2.1 and not 3.
