I think you need to disable "Fast Boot" (or something similar) in The BIOS and the splash screen. Not sure if the Dell splash screen can be disabled in the BIOS.

I've looked through the bios settings a million times and there is nothing in there that enables you to see the POST info.

Download the splash.exe program and invoke splash /off from a true DOS prompt, not a Windows cmd window.  You'll need to boot to a DOS disk or cd.

I went to Product Support above, then Downloads, then the bottom right search and put in splash and the first offering result was this:

Easy if you try.  Read the .txt file offered there also.
