Are your "Power Options" configured correctly when on battery power? Start/Control Panel/Power Options.

"After one hour."

Is it set to "Hibernate" after one hour?

If so, that may be your problem. Try "Never."

yeah the power settings are fine.  currently i have them set as never, never, never, after 1 hour when it's running on batteries.  i know these aren't the best settings but i just wanted to make sure it wasn't me that was causing the problem.  thanks though!  any other ideas?

Have you checked and installed any downloads for your 700m here?

http://support.dell.com/support/downloads/devices.aspx?c=us&cs=19&l=en&s=dhs&SystemID=INS_PNT_PM_700M&category=0&os=WW1&osl=EN

EDIT:Do you have a second battery on hand? Although the charge indicator states it has 50% left, it may be giving the wrong reading. The battery may be dead.

LION battery facts here.
