You could run a diagnostics on the fan to check if it reverts with some error. Restart your computer and use 'f12' when you see the dell logo screen. Choose the last option 'Diagnostics' run the the basic diags and then go onto the main diagnostics, if you see 4 different options (thats if you have a newer computer, they come with diagnostics in the GUI version) you can try using the Custom option .. out of the Express, Extended and Symptoms. Choose the fan there and run diagnostics. If that passes that means your fans perfectly fine, its just doing its job.
If you feel your computer is slow/laggy, visit : http://www.sunbeltscan.com (the recommended website) for a scan on your computer for spyware and if any found, take em' out by using the same software. It's not free though, use it for 15 days and then you got to purchase it. It's nice and tested, works perfectly fine. As far as I can see, its perfectly normal with your fan if its cleared diagnostics.
Usually fan noise is from dust - try a can of compressed air (from Best Buy, Office Depot/Max) and blow the fans out good. See it that clears it up. And you can add onsite warranty before the current one runs out if you plan on continuing counting on the notebook.
Shoot the air into where the fan rotates and the mounting body meets - dust in there will bind things up. Don't hesitate to get Service involved though. Use that warranty if needed.
I called 1-888-673-9434 to add a year 4 to my onsite warranty - ~$180 with taxes.
I called about the 4th year yesterday -- was told $170 plus taxes but that it could go up anytime. The rep was very pushy. But I think I'll go for it, since the computer seems to be working fine. If I can hold off on a purchase for another year, that would be great!
P.S. Is that phone number for consumer warranties? The number I called yesterday was for small-business users. I don't know why that was the number given for my service tag. Oh, well. It just took longer.

Did you run the diagnostics? If it fails, get your fan and heatsink replaced, if it clears try using the can :smileyvery-happy:
