Well, it has finally been resolved for me. I emailed back and forth with tech support, and discovered that I have gold tech support for the computer. I upgraded the driver, the BIOS, re-installed the driver in safe mode etc. with nothing helping. I was able to get the S-Video output to happen 3-4 times, but it was only sporadic and couldn't be repeated.
In the end, they figured that the motherboard was toast, so a tech came out and replaced it today. And I can confirm that it now works perfectly. All my contact with Dell's tech support in this matter has been very satisfactory. They have been technically very knowledgeable and communicated well and timely. I guess that is what you get when you're on gold tech support, because it's not at all what I got for my other laptop and the "free" tech support.
I found the BIOS update at http://support.dell.com/support/downloads/type.aspx?c=us&cs=19&l=en&s=dhs&SystemID=LAT_PNT_PM_D600&category=1&os=WW1&osl=en&deviceid=2816&devlib=1
Just download the D600_A15.EXE (a couple of pages later) and run it, it was pretty straightforward.

Just download the D600_A15.EXE (a couple of pages later) and run it, it was pretty straightforward.
