Yep. System board (tick) timer is duff.

According to the technician, this is the second motherboard we received. The first replacement motherboard displayed the same error message as the second. I think there is a possibility that the processor was bad all long...is that a fair assumption or would that type of message not hav anything to do with a bad proc?

Yep. Try the CPU next.  The chances of the same error on both boards are incredibly small.  I'd look at the CPU next.

When I replaced the fault system board with brand new one on my Dell inspiron 1440 laptop, it could not but up on Bios, instead showed me No timer tick interrupt.  Who can help me solved this problem
