I doubt that Dell will give you that program. You can change the BIOS Chip; it is located in the chip socket accessible from the opening covered by the RAM Cover Plate. These chips are usually available used on Ebay, sometimes they are for a CPi. Those will also work, but will require a CPU change to a Pentium II or Celeron MMC-1 CPU. To remove the old BIOS chip, use a very small jeweler's screwdriver in the 3 corners with slots and pry gently a little at a time until it pops loose. On the replacement chip, examine it and you will note that one corner is cut off slightly; that corner goes in the socket lined up with corner on it that has no pry slot. Orient it level and evenly with the socket and press it into place with thumb pressure. You should probably were latex medical gloves while doing all this.

Look, the updates/upgrade Dell put on their Website must contain the same file required for the programming device.  I simply don't understand how else they can replace old copy of BIOS with the new one. It may be encoded somehow, though.

A friend of mine have a similar bad experience with his desktop (not Dell though).

His upgrade diskette had a bin file which turned out to be the new version of BIOS.
