Using system restore will not affect data, only applications or updates that have been installed after the chosen restore point; so if you haven't installed anything recently, try a restore point.
The other thing you could try is to see if some malware or hijacker has crept in. Run Spybot and /or Adaware. For details, see
I am sorry I forgot to mention. I regulary run Ad-Aware and Spy Bot S&D. If I was to run a restore point I would have to go back over a month, that is how long it has been, that would be a dramatic change to my system which I would not want to do. Any other suggestions?
At the risk of over simplifying your circumstance, when did this problem show up, i.e., was it after a particular download, plug-in installation, etc.?
I don't recall exactly what caused it. I use pop-up stopper pro and it has always worked for popups. Pop-ups work fine.... this is when I first noticed it..... I was reading a forum and the listing had a URL in the listing. I clicked it and it opened minimized in the start bar. That is about all I recall when the first time started. I tried the method above with resizing the window 100's of times. When you right click on the entry down in the start bar and then select size it gives you the double arrows like to should when resizing. You hold down CTRL and drag and it starts to resize. The weird thing is it starts from nothing, the screen is so small it doesn't appear when you start to drag it. I can get it resized to full screen using the CTRL method then select FILE and then CLOSE and I am right back were I started. Any more ideas?

To control the size of ANY Windows screen do this:
Open the Window in Question
While Holding Down the Ctrl Key..Resize the Window to your liking
Release the Control key
Close the Window by using the File>Close method NOT the X in the upper right corner.
Your Window will now open Everytime to your setting.

I fixed it! Here is what I did:
1. Closed everything
2. Click Start/Control Panel
3. Folder Options
4. Clicked View tab
5. Scrolled to the bottom and unchecked "Remember each folder's view settings"
6. Clicked Apply and then OK
7. Closed everything again
8. Recreated minimized window issue
9. Resized using CTRL method mentioned above
10. Clicked File/Close
11. Ran through steps 1-6 again this time putting the check back in "Remember each folder's view settings"
12. Reopened I.E. and BAM! it was fixed. Thanks to everyone who assisted me on this.
