I have to add that this is a fresh install, so I installed Windows XP (retail version) (no driver update from Windows Update) then immediately installed R54236.
So I the system does not carry a long history of video driver versions.
Do you still recommend de-installing and reinstalling it again ?
Please try uninstalling the driver from Add/Remove Programs in the Control Panel, and then reinstall the latest version. ATi drivers do not always update if the old driver is in place.

At this time I have nothing else to suggest. I do suggest that you reinstall the driver, in case there is a problem with the initial installation.
