Because I can't instiall the service pack without being in windows, or at least I don't know how
Here is the problem. You need an upgrade to SP4 base on what microsoft suggested.
STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Microsoft Windows 2000 Service Pack 4.
1) Restart computer and watch for the Dell logo page.
2) The instant you see it, press and hold Ctl and F11 at the same time. Hold them until you either hear beeps or until you see the window for Dell PC Restore.
3) Confirm that you want to restore your hard drive to the condition it was in when you opened the box.
4) When complete, you should be up and running again.
We are receiving the exact same message on both the Latitude D600 and D610. The only commonality is that each had Automatic Updates turned on. When the machine rebooted, it was at that blue screen. We needed to re-install (repair) the OS in order to continue.
The obvious fix is to not enable auto updates. However, this is not the desirable state we want these machines to be left in. Has anyone seen any research into the MS Updates causing this and what we can do to prevent this from happening?

5) Do NOT reinstall that program again.
