Attach an external monitor. If it shows the same problem, it's a cable or mainboard issue.

If it doesn't, the LCD panel needs repair or replacement.

Got couple of questions.
 
If it is hardware or any such issues, How do I make sure.. it is not hard disk or display problem? Even if I find out that it is display problem how do i update new drivers unless i can see some thing on the screen.
 
Not sure.. how to update drivers without seeing anything on the display.

If it happens during startup (ie: when it is still using the generic drivers) then it is most likely a hardware issue. Could be your screen, the cable, the cable connectors or the video card. It's especially likely if when this started happening you had not made any software changes to your system (ie installed new drivers or something).
