PA-1900-02D power adapter w/Inspiron 9200

Question

The case of my Dell Inspiron 9200 states that it will work with both the PA-10 and PA-12 power adapters. When my PA-12 adapter got stolen (don't ask) I sought to replace it, and found that most places served up the PA-10 for much cheaper. So I bought one. Or so I thought. The adapter I received is labelled 'PA-1900-02D', though it was labelled a PA-10 on the website that I bought it from (shentech.com) and while it can power my Inspiron 9200, the laptop does not fully recognize it. It refuses to charge my laptop's battery, whether on or off. With that, a few questions: 1) Should it charge my laptop while the laptop is off? 1a) if yes, then why won't it? Is my battery dead? (it was left drained for near to a month while I was searching for the old adapter/procrastinating on buying a new one). The laptop recognizes that it has a battery, at 0% charge but pressing the power-level-check button yields no lights. I left it plugged in overnight, but still got no charge. 2) Was shentech.com mistaken in sending me the PA-1900-02D adapter? If not, why won't this one work, when the laptop case itself says it works w/PA-10 adapters? 3) Might there be a future BIOS update that would enable my Inspiron 9200 to use this adapter in full? 4) Using this adapter, which provides only 90W, will my laptop resort to low power settings? (The video card seems to be running at full speed, but I can't seem to find anything reliable to determine if the processor is running at the full 2.1GHz) Thanks for your help!

I returned the PA-1900-02D to the shentech folks for what I hope is the correct replacement (a PA-10)... does anyone here know if that will indeed work correctly? I'm trying to get the laptop working again before I head off to college on the 20th...
