Assuming you're using the Alps touchpad driver, you can disable the pointing stick. That should eliminate the sudden jumps of the cursor's insertion point.

And how do I disable the pointing stick???  This "jumping issue" happened once before to me, and I read where the Inspiron's notorious for the problem, but I don't remember how I "fixed" it.

There are two ways to disable the pointer stick:
1. If you are using the Alps touchpad driver, you can go into the Mouse applet in Control Panel, and there should be an option to have only the touchpad active (not the pointing stick).
2. The second way is more drastic. Open the keyboard, and underneath you'll see two ribbons connecting the keyboard to the mainboard. Cut the smaller of the two ribbons.
That should do it.
