booting from windows xp cd

Question

I am tryig to re-format my hard drive on an inspiron, and i try to boot off of the cd but it just goes straight into the log in page of windows xp. How do i boot off of the cd to re-format the hard drive?   thanks

dont u press F12 or F8? i dont know which one but one of em is boot and then u can select ur drive which would be the cd drive to boot from
