HELP! Power light comes on but nothing else really happens.

Question

I have a Dell Inspiron 2650 that I use very rarely.  I tried to turn it on today, and after plugging in the power cord and having the power light flash every few seconds, the power light comes on, you can hear what sounds like the CD drive spin up for a second, the HD light flashes twice, and that is all.  I read some of the other postings and decided to try and reseat everything.  After the first time I reseated the memory card, I got a greyish black screen with a cursor blinking in the upper right corner.  It doesn't even do that anymore; all I get is the power light on and a black screen.  I replaced the hard drive about 18 months ago.  Any recommendations? Try reseating the hard drive, CD/DVD drive, battery and any cards in the system. If it still won't start, call Dell - it needs repair.

I reseated the hard drive and everything else under the sun, and it still won't work.  Do you think it is the hard drive or the system board?  I have the power light on, and I can hear things start to spin up for just a second, the HD light flashes quickly twice, and then it just sits there.  I am outside my warranty on this, so I am really hoping there is something I can do myself.

Remove the hard drive. If the system boots fully, it's the problem. If not, it's probably the system board.
