not 100% sure WHY it happens but depending what OS are u using?
pro or home XP? What i suggest is right click my computer>properties>hardware tab> remove any of plug&play devices that are there. DONT REBOOT
Next download the Dell NSS(notebook system software) from the download section and install it.
Next turn off laptop
unplug all plug and play device
restart computer,then one by one insert your plug and play devices
If this doesnt work PM me and there is another more detailed way of fixing prob OS depending
