That would be a handy little program if it was made properly. The other solution which i do not know if you know about it is to right click the task bar and you get options like tile windows horizontally/vertically and cascade windows. It's not great but it's the only thing i know of.

It's not exactly a pretty option but you could always create IE shortcuts that point to

javascript:resizeTo(1024,768)

and then use that as a guide to resize your app.

I'm not all that picky about app sizes but I use that shortcut to quickly resize IE into various resolutions and what not.
