not sure about the beep codes (my 5100 tends to just flash the LEDs, so it may depend on bios revision), but I'd try reseating everything removable.

to successfully boot, you don't need any drives, so you can remove the optical and HD as part of the troubleshooting test.  reseat the ram -- if you have two sticks try booting with only one stick in and try each stick you have in each of the two slots by itself.  if that doesn't work, reseat the video card.  The part of the 5100 service manual for removing the vid card is here: http://support.dell.com/support/edocs/systems/ins5100/en/sm/palmrest.htm#1105456

worst case, m7500s are usually fairly cheap on ebay -- not sure if it will fix your problems or not, but they're probably cheap enough to try if the above doesn't work

Well I ended up already trying all of those things several times

The problem seems to be a bad connection with the memory stick and the bank 0 slot.

If I put a fair amount of pressure on it , it will work fine, pushing down on it that is.

I am not sure if its a cold soldier joint somewhere, or simply poor tolerances on the connector.

Anyhow My temporary fix was to wad up a anti-static bag and place under the cover to push down on it.

alternatively, if you can deal with only having 512mb of ram, you can place a single stick of 512 in the second bank and leave the first one empty...

I assume it works fine with a single stick in that bank?  If so, then the 512 stick idea should work fine
