The Intel 2200BG and the Intel 2915ABG (same drivers) have defective drivers. I 'played with' the settings for months and kept expecting that Intel would fix the problems with newer drivers. Intel released several drivers, but never addressed the transmit power problem nor the variable transmit rate.
Get rid of the card and purchase another brand. The problems will never go away.
Thanks for the reply, I was afraid of that. Do you know what a good brand to use would be and where to find these wireless cards that go inside a laptop? I checked some stores earlier before I had dell ship me a new one and no one had that internal laptop kind. Thanks

I purchased an Atheros card and am happy with it. The one I purchased is not the newest Atheros sells, but it had a good price:
