Partition the drive in half, copy your install CD over to the 2nd partition than install off that partition. If the disc contents copy correctly than your optical drive is good. If install still fails than reseat and if you have a 2nd system with a burner do a low level format on the drive and see if it finds anything.
Also make sure your system heatsink is blown out of dust, the 1000,1100,and 5000 series laptops have heat issues, so if that is the case, get rid of the dust or install outside :)
What was the resolution to the file transfer issue? I'm having a similar problem now with my Inspiron 1100. A bootable copy of McAfee indicated a virus called "Slowly" had infect many of my OS files, so the hard-drive was secure formatted. I've repeatedly tried reinstalling the OS with no luck. Either the files fail to load or, on occasion, I get a blue-screen message.
