if it is BRAND NEW, and infected, you should contact customer service IMMEDIATELY, and return your system for a full refund.
and you're certainly entitled to receive everything (e.g. backup CD's) if you explicitly paid for them.
[i do *not* work for dell, so please **don't** reply asking me for further assistance.]
