The ports on teh C-Dock II are passed-through from the host system. Since none of the C-Series notebooks have USB 2.0, then the docking station would not have USB 2.0 either.
I have also used a Belkin 4+1 port USB 2.0 PCI card (and a 3-port Belkin Firewire card) in the PCI slots of a C-Dock II successfully with my C840.
I have got trouble in adding a 160GB Harddrive to my yust installed pci USB 2.0 4port card. The card is regestred, but now its asking for drivers for the devices I hav plugged in. I dont know which drivers I should be looking for. The drivers on the CD´s its not taking.
Thanks for the question. It is always confusing when more than one new item is attached at the same time. I would detach your drive and just let the USB port get booted, to see if it asks for drivers. Then I would attach something less challanging to the port, like a flash memory device, to see if that is supported. I would only then attach the drive.
I did this with an new external DVD read/write drive, and, after installing the drivers, it worked fine.
Also, some instructions tell you not to let the system initially look for a driver, but say no, then install via the CD.
I am trying to add a PCI modem to my C/DockII. I put it in the PCI slot but when I installed the driver it says the modem can't be started. I think the error was 10, not sure what that means. I am new to all this and was wondering if there should have been anything else to install or plug in ( I noted a small plug in area above the PCI slot).

Let me (and others) know how it goes. Good luck!
