Alot depends on what you are planning on using it for... for example: web browsing, email, that sort of stuff? A different class of monitor will suffice for that as opposed to fast gaming, like an FPS.
New versus refurbished is a whole 'nuther issue, mostly centering around wanting to spend less that what a brand spanking new monitor would cost.
