Can you confirm that if you have reinstalled your operating system you are using XP with at least sp1 and that you did install the Intel chip set driver?
If the above to both is in the affirmative then have the look in device manager and see if you see an enhanced USB controller. If you do, go into the properties of that controller and click to update the driver. The appropriate driver for USB 2 is included in both sp1 and sp2.
Oh, yes, sorry. I'm running XP Pro SP2 and I re-installed windows only a couple of months ago. I had the same problem with the firewire card before and after the reinstall of windows.
